Our own view, offered as opinion: the two priorities that should genuinely drive the decision are the commute and the school assignment, because those are the ones you live with daily and cannot renovate your way out of. Everything else on that list is negotiable in a way those two are not.
The trade-off that surprises people most is the last row. A newer home in a newer community frequently costs several hundred dollars a month more to carry than an older home at the same price, once the special tax and the dues are in. That is not a reason to avoid it; it is a reason to compare on the monthly number.
Where do the trade-offs actually sit in this county?

Two things to hold onto when reading them. A five-year estimate and a one-year estimate for the same place will differ, because they cover different periods and different sample sizes, and the smaller the city the wider the margin around any figure.
And a median owner cost includes people who bought decades ago with a property tax frozen near what they paid. It describes the city's existing owners, not what a purchase today will cost you, which is a difference of hundreds of dollars a month in most of this county.
What should I check for myself before choosing a city?
Four things, none of which appears in citywide data: the specific school assignment, the commute at the real hour, whether the home carries a special tax, and what the association costs.

The school one is the trap. Orange County's 28 districts are drawn independently of city limits, so choosing a city does not choose a school, and two homes in the same city can attend different campuses. That is covered on our school district guide.
The commute one is the cheapest and most neglected. Drive it once, at the hour you would actually drive it. Twelve miles in this county can be twenty minutes or an hour, and no map or estimate substitutes for having sat in it.
Does property tax differ between cities?
The base rate does not. What differs is the voter-approved bond debt in each area, and whether a home carries a special tax, which can be a much larger difference than the base.

Everyone pays 1 percent of assessed value as the base. On top of that sit bonds approved by voters in that particular area, which vary, and then any special tax, which is not a city-level thing at all but a district-level one. Two homes in the same city can differ substantially because one is in a district and the other is not.
So comparing cities on tax is close to meaningless. Compare specific addresses, using the base rate on what you would pay plus that area's bond rates plus any special tax from the parcel notice.
Which homes carry a special tax, and which are in the coastal zone?
Special taxes cluster in newer construction across the county rather than in particular cities. The coastal zone follows the shoreline and reaches inland by varying distances.

On the special tax: ask for the annual amount in dollars and the remaining years on any home you are serious about. Both are knowable before your contingencies come off and neither appears in a listing's monthly estimate.
On the coastal zone: it matters mainly if you intend to change the property, because development there needs a permit and the definition of development is broad. If you are buying to remodel near the water, establish the permit path before you offer rather than after.
What can I borrow anywhere in the county?
Up to $1,249,125 on a one-unit home before jumbo rules apply. The limit is countywide, so it does not vary between cities.

What varies is how often you cross it. In the coastal cities most purchases are above the line; in much of north and central county most are below it. That is worth knowing when you are comparing areas, because financing above the line is slower, needs a larger down payment and reserves, and varies more between lenders.
It is also a real argument for pricing a purchase near the threshold both ways, since a slightly larger down payment that keeps the loan under the limit frequently costs less over the term.

How many incorporated cities are in Orange County?
Orange County has 34 incorporated cities. The County of Orange publishes the list, and the 2026 roster of California cities from the California Secretary of State carries 34 city entries naming the County of Orange. Land outside those 34 city limits is unincorporated and governed by the County rather than by any city.
What survey year are the city figures on this page from?
Every population, income, home value and rent figure comes from the 2024 American Community Survey 5-year estimates published by the U.S. Census Bureau, which cover the 60 months from January 2020 through December 2024. Each one is an average across those five years rather than a reading of today's market.

Does the conforming loan limit change from city to city?
No. The Federal Housing Finance Agency sets conforming loan limits by county, so the 2026 one-unit limit of $1,249,125 applies to every address in Orange County. Moving between Orange County cities does not change whether a given loan amount is conforming or jumbo. Two-unit through four-unit properties carry higher limits.
