            Neighborhood Comparison

            Two Orange County addresses that look identical on a listing can differ by hundreds of dollars a month and a different school. Here is what we put side by side, and what you should insist on seeing.

            What actually differs between two similar neighbourhoods?

            Five things, and price is the one that differs least. Two homes at the same number can carry very different monthly costs and very different daily lives.

            Our own view on which of those should decide it: the commute and the school, because they are the two you live with every day and cannot change without moving. The rest are money, and money is comparable.

            What we do on a comparison is put those five side by side for two specific addresses, in writing, before you decide. It takes an afternoon and it is the single most useful thing available to a buyer choosing between two areas.

            The public record for both addresses, gathered into one sheet: tax, special tax, association, school assignment, hazard zones and what has actually sold nearby.

            Every item is drawn from the agency that publishes it, so it can be checked rather than taken on trust. That matters more in this county than most, because so much of what changes the monthly cost sits at the parcel level rather than the city level, and a citywide figure will mislead you.

            What we will not do is give you a score. A single number hides exactly the trade-offs you are trying to see, and any page that ranks neighbourhoods is ranking them for somebody whose priorities are not yours.

            Does a neighbourhood name even have a boundary?

            Often not an official one. Many Orange County neighbourhood names are marketing or association names rather than mapped jurisdictions, so where one ends is genuinely arguable.

            Association boundaries are real and documented. Village names in master-planned cities are usually real. But plenty of names used on listings are informal, and being told a home is in a desirable neighbourhood is not the same as it being in the association, the school zone or the tract that name implies.

            The practical move is to stop comparing names and start comparing parcels. Which association, which school, which tax district, which tract. Those exist on paper and the name may not.

            How do I compare school assignments?

            By address, with the district, in writing. Not by city, not by the listing, and not by a portal's lookup tool.

            Orange County's 28 districts are drawn independently of city limits, so two homes in the same city can be in different districts, and inside a district the attendance boundary decides the campus. The city name settles nothing.

            How do I compare the tax between two addresses?

            On what YOU would pay, not on what either seller pays. Both figures on the listings are historic and both will be wrong for you.

            Start from 1 percent of your purchase price, add that area's voter-approved bond rates, then add any special tax from the parcel notice. That last one is the difference that most often decides a comparison, because it can be thousands a year and it appears in neither listing.

            Ask two questions on any home carrying a special tax: how much per year, and how many years remain. A district fifteen years into its term is a very different proposition from one that has just begun, and almost nobody asks the second question.

            How do I compare the associations?

            On the reserve study first, the dues second, and the rules third. That order is deliberate, because reserves predict the bill you have not been told about yet.

            An association that has underfunded its reserves is one special assessment away from an unexpected demand, and that is visible in the documents you receive during your investigation period if somebody reads them. Dues that are low today and reserves that are thin is a worse position than dues that are higher and reserves that are healthy.

            Then ask what the dues have done over the last three years rather than only what they are now, and check whether there is a second association above or below the one on the listing. Both are common here and neither is obvious.

            What do the hazard disclosures tell me?

            Which mapped flood, fire and seismic zones each address sits in, which in this county is rarely none, and which drives the cost and availability of insurance.

            On a comparison this is frequently the hidden difference. Two homes at the same price in different zones can face materially different insurance, and in higher-risk areas cover may be limited or hard to place at all. Get quotes for both during the investigation period rather than assuming they are equivalent.

            If either address is in the coastal zone and you intend to change the property, establish the permit path before choosing. That is the difference between the house you are buying and the house you imagine.

            What can the records not tell me?

            Noise, traffic, light, and what a street is like at six in the evening. No document captures any of it and all four change how a home feels to live in.

            Read the detail

            Stand at both addresses at the same hour on the same kind of day. Listen for the freeway, the flight path and the arterial road two streets over. Look at where the sun is in the afternoon, and whether cars are parked on the street on a weekday evening, which tells you more about a neighbourhood's density than any figure will.

            Then drive both commutes at the hour you would actually drive them. It is the cheapest and most skipped step in the entire process, and it is the one that most often changes a decision.

            Common questions about Neighborhood Comparison

            Does this page rank Orange County neighborhoods?

            No. This page ranks nothing and applies no evaluative label to any Orange County neighborhood or city. It sets out a comparison method built on public records and names the agency that publishes each fact. A real estate licensee who tells a buyer which area is better is steering, which fair housing law bars.

            Why does this page exclude crime statistics?

            Because reported crime counts are not comparable across agencies. Each police department and sheriff's division uses its own reporting practices, categories and boundaries, so the numbers do not line up between Orange County cities. Comparing places by them also works as a proxy for the characteristics of the residents, which is exactly the steering that fair housing law forbids.

            Do Orange County neighborhood names have legal boundaries?

            Most do not. A neighborhood name is usually a tract name or a name in common use, and no agency records where it starts or stops. The reliable exceptions are boundaries a city publishes itself, such as the numbered planning areas in the City of Irvine General Plan and the named community maps in the City of Newport Beach Map Catalog.

            Will my Orange County property tax match the seller's current bill?

            Not reliably. Under Proposition 13 a California property is reassessed to market value when it changes ownership, which sets a new base year value for the buyer. The seller's bill reflects the year the seller bought and the 2 percent annual cap that has applied since. Compare tax rate areas instead.

            What is a tax rate area and where do I find it?

            A tax rate area is the geographic unit that determines which voter-approved debt rates are added to the 1 percent base rate for a parcel. The Orange County Auditor-Controller publishes a Tax Rate Book listing the rate components for each tax rate area in the county. Look up the parcel's area, then read that area's entry.

            Does a city name or zip code decide which school serves an address?

            No. The school district adopts an attendance boundary for the address, and the rules ties the obligation to the district where the parent or legal guardian lives. District lines cross city lines in Orange County. Identify the district in the California School Directory, then confirm the assigned schools with the district for that exact address.

            What are the six determinations on the Natural Hazard Disclosure Statement?

            California requires the seller to answer six: whether the address is in a special flood hazard area designated by FEMA, an area of potential flooding on a dam failure inundation map, a high or very high fire hazard severity zone, a wildland area that may contain substantial forest fire risks and hazards, an earthquake fault zone, or a seismic hazard zone.

            How do I check flood and fire hazard for an address myself?

            Search the address in the FEMA Flood Map Service Center, which FEMA describes as the official public source for flood hazard information supporting the National Flood Insurance Program. Then enter the address in the CAL FIRE Office of the State Fire Marshal fire hazard severity zone viewer, which shows whether land is classified Moderate, High or Very High.

            How do I know whether an address is in the coastal zone?

            Start with the California Coastal Commission coastal zone boundary maps, which the Commission adopted March 1, 1977 and publishes in a digital parcel-based form. The Commission states the digital version does not supersede the official one. Then check the city, since Newport Beach publishes a coastal address lookup and a permit and appeal jurisdiction map.

            Which Census tables compare housing and commute across places?

            Use American Community Survey tables B08303 for travel time to work, B08301 for means of transportation to work, DP04 for selected housing characteristics, B25034 for year structure built, and B25024 for units in structure. Pull them at data.census.gov, use 5-year estimates for census tracts, and cite the table number and survey period.
