Overview
About Grande Apartments
Grande Apartments covers 6.55 acres on four named streets, with Clover Court carrying 48 of the 121 addresses, Emery Court 32, Clover Avenue 21 and Plumas Court 20. The county assesses the property as a single land parcel of 285,280 square feet carrying about 102,735 square feet of building, so the homes are not separately assessed. The general plan designates the whole site Medium Density Residential, which allows up to 15 homes to the acre.
FEMA places the entire property in Zone A, a special flood hazard area with no base flood elevation determined. It is the only one of the 28 Fountain Valley communities on this site that sits wholly inside a special flood hazard area, and three others carry a small sliver of Zone A at their edges. Fountain Valley School District assigns the address range to Plavan Elementary and Masuda Middle, inside the Fountain Valley High boundary.

How Grande Apartments was built
One hundred and twenty one homes on six and a half acres, built in 1970, on Clover, Emery and Plumas. Plumas is Spanish for feathers and is also a Sierra Nevada county, Emery is an abrasive rock, and Clover is what grew here. Grande is simply the Spanish and Italian for large, which in 1970 was what a builder wanted a new apartment community to sound like.
The year is the point. Fountain Valley had been a farm town called Talbert until 1957. It incorporated with 189 registered voters on the rolls, then did something few new cities did: the council refused to approve a single tract until every element of the master plan was adopted. The first houses broke ground in 1962 and by 1970 the population had reached almost 32,000, which is one of the steepest climbs in Orange County history.
