Overview
About Jasmine Senior Apartments
Jasmine Senior Apartments holds 156 homes on 4.61 acres, all addressed on Bushard Street and all carrying a unit suffix rather than a separate lot. The county assesses the property as a single land parcel of 200,639 square feet, so no individual home carries a county building or lot size. The city's landscape survey maps two swimming pools inside the boundary.
The general plan designates the whole site Specific Plan, so density and standards come from the plan adopted for this site rather than a citywide range, and FEMA places all of it in Zone X as an area with reduced flood risk due to levee. Fountain Valley School District's school locator assigns the address range to Tamura Elementary and Fulton Middle, and Huntington Beach Union High School District's boundary map puts it inside Fountain Valley High.

How Jasmine Senior Apartments was built
The city's housing office describes this as a 156 unit affordable senior community at 17911 Bushard Street, for residents 55 and older, with both very low income and moderate income homes in it. It shares its corner with Liberty at Founder's Village, the 55 and older condominiums the city helped build in 2004 and holds affordable for 55 years, and between them the two make Bushard Street the city's senior housing address.
The founders the neighboring streets honor are the city's own. Fountain Valley was the farm village of Talbert until 1957, when 189 registered voters were on the rolls and the town chose to incorporate. It elected as its first mayor James Kanno, a UCLA trained engineer who had spent the war at the Poston camp in Arizona with his family after they were taken from their asparagus farm here, and who became one of the first Japanese American mayors in the mainland United States.
