            Costa Mesa does not publish a neighborhood boundary layer. What it publishes is a register: the land use element of the City of Costa Mesa General Plan 2015-2035 states that the city contains seven distinct residential neighborhoods and names all seven. Every one of them has a guide here, and no shape on this page is drawn, traced or estimated. The map is the city limit as the city publishes it. Two other city layers were read and rejected as registers. City_Neighbor holds 528 polygons keyed by dispatch codes such as B26Y and carries no names.
