How Little Saigon was built
Everything about this district dates from 1975. When Saigon fell, roughly 125,000 Vietnamese left for the United States, and Orange County took in more of them than anywhere else. From 1978 the shops began, along Bolsa Avenue and spreading south and east into Garden Grove, with Danh Quach and Frank Jao among the first to open. Nguoi Viet Daily News started publishing out of Garden Grove that same year. Families took over storefronts in strip centers that had been emptying out, and investors then built whole shopping centers for them.
Westminster's city council formally named the street Little Saigon in the late 1980s, but the district it describes crosses city lines, and Garden Grove holds a large share of it. The city marked the fiftieth anniversary of the community here in June 2025 and is now working with Fountain Valley and Santa Ana on shared design guidelines for the district. The residential streets behind the commercial avenues are mostly 1950s and 1960s single family blocks that changed hands rather than being rebuilt.
