            Overview

            About Monarch Summit II

Monarch Summit II covers 63.7 acres in two pieces and holds 192 addresses on 206 parcels, at a median lot of 0.089 acres, the tightest of any boundary this size in the city. Nineteen named streets run 1.79 miles inside it, Spanish throughout: Casalero, Mariano, Tolana, Montalvo, Andara, Arbella, Camerona, Talavera, Palencia, Pardella and Veranada among them. The city's zoning layer puts 20.8 acres inside the South Laguna Specific Plan, 16.8 acres in Planned Residential District and 16.6 acres in open space, with 1.5 acres zoned park and recreation.

The city's HOA zoning lookup records private streets without a gate, and lists a clubhouse, spa and pool for the association. This is high ground: the parcel layer records elevations from 717 feet to 912 feet, second only to Laguna Sur among the community boundaries in the city. The 2025 fire hazard layer rates the entire 63.7 acres Very High. The Open Space Inventory covers 41.7 acres inside the boundary across thirteen parcels, half of it recorded as natural area.

            History

How Monarch Summit II was built

Monarch Summit II belongs to the same early hilltop as its neighbor, with the city's record running its years built from 1971 to 2000 and putting the median at 1976, and 119 of its homes dated to that year. AVCO Community Developers had bought the Laguna Niguel Corporation in 1971, so these houses come from the first years of AVCO's tenure, when the surrounding city was still unincorporated county land.

The town plan they were built into was drawn in 1959 by Victor Gruen, the Viennese architect who three years earlier had opened Southdale Center in Minnesota, the first enclosed shopping mall in the United States. The Laguna Niguel Corporation had him lay out 7,100 acres with close to a third of the developable land in parks and open space, and the shape of that decision is still visible here in the 16.6 acres of open space inside a 64 acre boundary.
