How Pacific Island Village I was built
This is the oldest housing stock behind any community boundary in Laguna Niguel. The city's record dates 99 of its 111 recorded homes to 1964, with the range running from 1964 to 1989, which puts these homes among the very first built anywhere in the new town. Crown Valley Parkway was completed that same year, joining Interstate 5 to the coast, and the population of the whole development only passed a thousand in 1965.
The development had begun in 1959, when Cabot, Cabot & Forbes and Paine Webber formed the Laguna Niguel Corporation, bought the Daguerre share of the old Moulton ranch and hired the Viennese architect Victor Gruen to draw a 7,100 acre town plan. The corporation went public that April and raised 8.2 million dollars, and by 1962 it had finished Monarch Bay and Niguel Terrace, 565 homes between them. The Moulton Niguel Water District had formed in 1960 to bring Colorado River water down here.
