How Pacifica San Clemente was built
Pacifica San Clemente is a gated pocket of Rancho San Clemente up near Avenida Vista Hermosa, behind the Lowe's center, and its houses went up in 1998 and 1999. A corner of the city's Vista Hermosa Park falls inside its boundary.
All of it sits on Rancho San Clemente, 1,943 acres of hill ground the city brought under its own plan in November 1983 after adopting a hillside ordinance and a development district that held the four inland ranches to one and a half homes per gross acre. That plan was unusual for its time in deliberately mixing a business park and an industrial park in among the housing, so that the people living up here could also work up here, which is why the lower edge of the ranch is offices and vehicle services rather than more subdivisions. Ole Hanson's town of 1925 was two thousand acres of beach grid; this is the hill country behind it, planned nearly sixty years later by a city rather than by one man.

The Pacifica San Clemente lifestyle
San Clemente keeps ten beaches of its own along the shore, from North Beach past the pier to Riviera, and the city's Marine Safety division staffs them. The pier itself carries restrooms, metered parking, fire rings and the Amtrak and Metrolink platform at its foot.
The city publishes five trail networks that run from the sand up into the canyons and along the ridgelines. Bikes are welcome on all of them, electric bikes are not allowed on the Beach Trail, dogs are welcome on a leash, and horses are permitted on the Forster Ridgeline, Prima Deshecha and Cristianitos trails. City parks are open from 6 am to 10 pm without a reservation unless a group needs a permit.
