            Capistrano Valley Mobile Home Estates

            Overview

About Capistrano Valley Mobile Home Estates

Capistrano Valley Mobile Home Estates covers 30.31 acres reached from a single named street, Avenida Aeropuerto, and the city's address layer records 230 addresses inside the boundary, 229 of which carry a unit designator. All 1.89 miles of road inside the boundary appear on the city's Private Roads layer, and the register records the park as self managed rather than run by an outside management company. The zoning layer places 30.2 acres in the Mobile Home Park District while the General Plan carries the same ground, 30.3 acres of it, as Industrial Park, so the zoning and the long range designation describe two different futures for the site.

Four interior points were tested against the Capistrano Unified locator and all four returned the same three campuses. Kinoshita Elementary takes TK through fifth grade with 302 students at a 22 to 1 ratio and feeds Marco Forster Middle, which enrolls 930, and San Juan Hills High School enrolls 2,641 and graduated 96.2 percent of its class. The federal flood layer the city publishes places 29.3 acres of the boundary in Zone AO and one acre in Zone AE, so nearly the whole park sits in a mapped flood area, and the fire layer splits it between 25.4 acres of Non-Wildland Fuel and 4.9 acres of Moderate.

            History

How Capistrano Valley Mobile Home Estates was built

The street is called Avenida Aeropuerto and it means exactly what it says. Capistrano Airport stood north of the corner of Camino Capistrano and Avenida Aeropuerto from about 1958 until 1978, and by its last spring more than fifty single engine airplanes were parked on it. It began as a 1,200 foot paved strip on the south side of San Juan Creek, replacing an earlier dirt airstrip on the far bank that had been graded in 1931 as part of S. H. Woodruff's plan to fly buyers down from Los Angeles to his new Dana Point.

Commercial buildings went up over most of the runway by 1980, and the last surviving strip of pavement disappeared before 1994. The mobile home park on Avenida Aeropuerto is one of the neighbors that inherited the ground, and the street sign is now the only thing at the site that remembers what it was.

Is Capistrano Valley Mobile Home Estates under rent control?

The city's mobile home rent control ordinance is Municipal Code Title 2, Chapter 2-2, Article 9, and it caps the space rent increase at the Consumer Price Index for the Los Angeles, Long Beach and Anaheim area.
