            How Peppertree Bend was built

            Peppertree Bend is one road, a mile long, rolling along a ridge with forty-four lots on it and a horse trail running the length of its downhill side. The homeowners describe raptors overhead and coyotes at night, and the houses look out over the Capistrano Valley with slices of the Pacific beyond. The first of them was built in 1981 and the newest dates from 2017.

            A mile of ridge with forty-four houses on it is a policy outcome, not an accident. San Juan Capistrano wrote historic preservation and density limits into its general plan in 1974, and has defended its ridgelines and open space ever since. The same instinct kept the riding trails: the town became a center of rancho culture after the mission was founded in 1776, and it has held on to equestrian zoning and public trails while the rest of Orange County built over its own.
