How Gallery Collection was built
The fight over this particular hillside came in 1990. Two city panels turned down a plan by the Newport Beach builder J.M. Peters Company for 220 homes at State College Boulevard and Bastanchury Road, half of them houses and half condominiums, laid out on the lower land bordering Craig Regional Park. One commissioner said the scheme packed too many units into the hills and flattened too much of them, and called an offer to drop three units a token gesture. The city council took the appeal on March 6, 1990. What eventually went up here is smaller and gated, and the homes date from the second half of the 1990s.
Jim Peters had started his company in 1975 after working at Pacesetter and Ponderosa, aimed it at the move up buyer, with Belcourt in Newport Beach among his projects. He sold the firm to a Dallas company in 1985 and retired in March 1993, so the name on this neighborhood outlasted his own run at the company. Craig Regional Park is over the fence, 124 acres completed in 1974 with rolling hills, three year round creeks and a three acre lake.
