Overview
About Arroyo Oaks
Arroyo Oaks is drawn on the city's HOA Local register at 24.2 acres, with 116 addresses inside it. They sit on five streets, San Sebastian, San Simon, Santa Catalina and San Ambrosio among them. The published boundary follows lot lines and leaves the street rights of way outside it, so no centerline falls inside. The county parcel record inside the boundary is 123 parcels, predominantly detached single family houses. The median lot the county records here is 0.15 acres and 63 feet wide. The city general plan gives 18.7 of those acres a low density residential designation. The zoning layer puts 18.6 acres in the RL-5000 zone and 5.5 in OS. Mail here carries the 92688 zip code and a Rancho Santa Margarita postal city.
12.3 acres are rated Very High on the 2025 state fire hazard severity map the city publishes. The city assigns the ground to evacuation zone RSM07, which it describes as SFR, HOA Park and Pools. Water comes from the Santa Margarita Water District and trash is collected Thursday by CR&R. All of it lies in Capistrano Unified, which feeds Arroyo Vista Elementary and Tesoro High.

How Arroyo Oaks was built
Arroyo Oaks stands on the western edge of the Plano Trabuco, the flat upland the O'Neill family ran cattle across for a hundred years after James Flood and Jerome O'Neill bought the combined ranchos in 1882. Before that it was Acjachemen country, and the village of Alume sat between Trabuco Creek and Tijeras Creek inside what is now the city. The family gave 278 acres of the canyon country to the county in 1948 and another 120 acres in 1963, which is why O'Neill Regional Park is still there.
The houses here are single family and date from 1990, put up in the first big push after the first Rancho Santa Margarita homes sold in 1986. The streets are all saints, San Sebastian, San Simon, Santa Catalina, San Ambrosio and San Pablo, part of the mission naming that runs through this side of the city and ties it back to San Juan Capistrano, whose outpost adobe stood on this plain from 1810. The name itself is plain description rather than marketing: an arroyo is a seasonal watercourse, and the oaks are the coast live oaks that follow it.
